REACH, RoHS and WEEE Regulations

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is an EC Regulation that has direct effect for any UK trading
with the EU. It came into force on 1st June 2007 and replaced a number of European Directives and Regulations with a single system for
registering, evaluating, authorizing and restricting chemicals. The duties of relevance are summarised below:

In June 2022 the European Chemicals Agency (ECHA) continued their expansion of the Candidate list of Substances of Very High Concern
(SVHC), bringing the total to 224 substances. Please note that new substances are added to the REACH list every year. This legislation is
reviewed by Quantum Profile Systems Ltd periodically.
The full Candidate List (SVHC) can be viewed on the ECHA website at:

REACH registration duties

REACH requires companies that place “articles” on the market comply with certain duties, one of these is that any supplier of an article
containing a substance meeting the criteria in Article 57 and identified in accordance with article 59(1) in a concentration above 0.1%
weight by weight (w/w) shall provide the recipient of the article with sufficient information, available to the supplier, to allow safe use of
the article including, as a minimum, the name of that substance. This duty is contained in article 33 of the REACH text.

UK REACH

Importers and producers of articles must notify the Agency (HSE) if substances listed on the Candidate list (the list of substances of very
high concern (SVHCs)) are present in their article(s), under certain conditions as laid out in article 7(2):

(a) the substance is present in those articles in quantities totalling over 1 tonne per producer or importer per year; and
(b) the substance is present in those articles above a concentration of 0.1 % w/w.

This requirement is identical to the equivalent provision under EU REACH. The UK REACH candidate list is not identical anymore to the
REACH candidate list since January 2021. The substances to which UK REACH is applicable can be found here:
